I was going to suggest The Gimp, which is free and there's even been a "gimpshop" 

download to make it look more like photoshop, but Bob's suggestion is probably even 

better.


I haven't used NIH Image in years, and it looks like it's become much more capable since 

then.  Great suggestion.
