I'm using OS version 10.4.10 but I think this screen zooming works in earlier versions.  Go to the System Preferences (under the blue apple) select Keyboard & Mouse and click on the mouse tab.  There should be a check box for zooming using a scroll wheel.  The Control key is the default modifier and there are some additional Options available.  I do not remember ever having to check this box and it took me a while to find it.  I do not have any of the Universal Access features turned on although that will zoom the screen using keystrokes instead of the scroll wheel.  When you are finished zooming around, be sure to zoom all the way back out by holding the Control key down while turning the scroll wheel in the opposite direction.
