The Enter Declination: field refers to the object's (i.e. the star, a Planet etc.) declination (see page 74 of the Astro IIDC manual for more details).
For example, Arcturus has a declination of +19 degrees, Regulus has a declination of +11 degrees, Sirius has a declination of -16° etc etc.
