Yes.


A video stream is a sequence of images - the duration of the frames means nothing.


A movie (or an AVI or an .mp4) is a container that has multiple images in it. In fact, .tiff files can contain multiple images inside a single file and could be considered a movie, but I've never seen anyone use it even though it is a capability of the tiff specifcation.
