Yes that's what I mean. My Hand lense (from my Geologist days) is 20x power and I use that too look for dust on my optics and cameras.

If you have a high power magnifier, you may be able to tell if it's  

a divot / pit on the outer glass cover or a clump of dust on the CCD  

glass cover itself. Basically just shift the focus of the lens from  

one surface to the other.
