It might be turned off or possibly isn't implemented the by the same key strokes in 10.3 VS 10.4 VS 10.5

To turn it on and see what keys are used to do it, open "System Preferences", then click on "KeyBoard Shortcuts"  icon and then look for something named "Universal Access" (in 10.4 that's what's named). You have options for zoom, contrast brightness etc.
